Every child deserves the opportunity to grow, learn, communicate, build relationships, understand the world around them and become an independent and responsible member of society.
Child development goes beyond education. It includes physical, cognitive, communication, emotional, social, behavioural, adaptive and ethical abilities that enable a child to participate meaningfully in family, education and society.
India has recognized several aspects of child development through constitutional provisions, education policies, healthcare programs and early childhood initiatives. However, these areas often function separately. A child may have access to education but not receive developmental screening. A concern may be identified but timely intervention may not be available.

Every child should have access to the conditions, opportunities, care, education, healthcare, protection and developmental support necessary for their holistic development, according to their age, abilities and individual needs.
The right should not require every child to achieve milestones at exactly the same age. Children develop at different rates. Instead, it ensures that progress is appropriately monitored and support is provided when concerns arise.
